If a site means to do harm or inadvertently does harm doesn't matter.
Cheater Hell helps you in making a good decision about who you do business with.
We were all new at one time and I know I made my share of mistakes. But to blackball someone forever even after the error has been corrected is not the way I would do business. IMHO Cheater Hell looses credibility for doing that. How do I know that because a year ago a brand new site got nailed for redirecting certain countries that Cheater Hell didn't like means that the site is still doing it - or that it was even wrong in the first place.
