Help with php.ini for Script

I'm having trouble setting up a script (vanillatgp), on my dedicated server. The script runs on one domain and needs to write to files on another domain so that I can use one panel to control all my sites. It unfortunately does not have permission to do this.

My server uses:
Plesk 8.something
Centos 5

I have not been able to get a clear answer to this question, I think it may have something to do with the open_basedir value located in the php.ini file.

If anyone has any info on how to preform this task please let me know, thanks so much.
